It seems now that Congressional Law as of April 2019 did not "mandate" delivery of a specific amount of military aid to Ukraine. It was just before that the Pentagon devised a recommended amount, therefore the details must not have come from Congress. I have not found the relevant law yet, but I believe such things generally leave all the details, except perhaps a maximum amount, to the President. This may have changed when mandatory military aid to Ukraine got tacked on to a continuing resolution afterwards, as a reactionary post hoc measure and prelude to UkraineGate.
So it seems like CIAramella and other CIA leakers were indeed illegally and unconstitutionally applying their judgement to override the President, as MoonOfAlabama alleged a few weeks ago.
That's the way it seems now, I hope to eventually see the relevant law for proof.
