The President and Imminent Lawless Action

The most excellent Court law governing Free Speech in the USA is Brandenburg (1969) which says that speech becomes unprotected by the First Amendment when it represents Imminent Lawless Action.

That's exactly what a President does when he uses a word like "shoot."  Someone in the audience is going to hear the President saying "shoot" and take it as a mission, even if the President didn't intend someone to take it seriously he should know that this would happen.

Therefore, when the President uses the word "shoot" in public it is a crime.
