At least until one has enough experience to self-administer, they should only be administered by a licensed Healer (or any sovereign tribal healer operating traditionally on tribe members only...it should be presumed they have that authority) in individual or group sessions.
Once the Healer decides you are capable of self-administration, they may assign that privilege in a limited way, with 1 or 5 year renewals. Healers must do this responsibly or lose their license.
There may be various classes of Healers, some require training and certification similar to Pharmacists and Clinical Psychologists or even MD's. Minimum 2 years relevant post-secondary education and examination including pharmacy, psychology, and self-defense.
None of this applies to marijuana, which ought to be available to any adult as with alcohol.
Alcohol is best used sparingly...not daily. Socially is best.
