While western media endlessly reported the buildup of Russian troops near the eastern border of Ukraine, what they did not report was the concurrent buildup of Ukrainian troops near the Donbas republics, which had declared independence from Ukraine in 2014. They also did not report the stated intentions of Zelensky in 2021 to retake the Donbas and Crimea.
How did Biden know "Russia was going to invade Ukraine" ?
Actually, Ukrainian troops began shelling the Donbas on February 16th, 9 days before the beginning of the Russian "Special Military Operation." The evidence of this, from OSCE, is clear. (Interestingly, a few days before February 16, the US, UK, and Canada removed their observers from OSCE.)

The "Russian Invasion" was not merely "provoked." Ukraine, backed by the USA, started the War in Ukraine. That's how Biden knew it was going to happen.
